As you know, on January 1, 2013 the Medicaid Payment Regulation (Section 2012 of Affordable Care Act) is to be implemented by state Medicaid programs.  The regulation provides federal funding to pay qualifying physicians at least at the Medicare rate for a large group of Evaluation and Management (E&M) and vaccine administration codes during 2013 and 2014.   The Proposed rule was released on May 9th; the AAP submitted extensive comments and we are awaiting the final rule.   We have heard that it may be released within the next week or two.
Given that this provision of the ACA is of great interest to AAP Members and that many states will not move forward to implement the regulation until the final rule is released, staff have undertaken several efforts to keep chapters and members apprized of the efforts to implement the rule.   There are fact sheets available,  and several StateHealth resources have been sent to AAP chapters and other leaders to provide guidance on next steps in the states.
Senior staff will be at the District Breakfast Meeting on Sunday, October 21st during the NCE to provide an update on the Medicaid Payment Regulation and answer any questions from members.  They will bring copies of a Frequently Asked Question (FAQ) document to each breakfast room.  All breakfast meetings will be held at the Hilton at 7:00 am.
